Note to anyone who will be fixing this issue. In the
{{MultipleInputStreamTaskTest#testWatermarkAndStreamStatusForwarding}}
(implemented as part of FLINK-18907 ) there is a workaround of this bug, that
needs to be removed when this bug is fixed.
