This issue was visited in the Backlog Grooming of the Engine Team on Sep 25,
2020: Apparently, this might not be resolved by the current work on reactive
scheduling. [~sihuazhou] [~trohrmann]: Do you have an idea on how to proceed
with that one as it's kind of old already?
