It makes sense to rebase this PR on new `ActiveResourceManager` refactoring PRs for Yarn/Mesos/k8s: #13311 and #13313 because they will be probably merged soon in 1.12. That effort changes how `ActiveResourceManager` requests workers, now using `ResourceManagerDriver`. Also, I am not sure that the `FailureRater` is relevant for standalone deployment at all.
