## What is the purpose of the change
Fix rejected slot offer bug in JobMaster. The bug surfaced as a test
instability in `LeaderChangeClusterComponentsTest.testReelectionOfJobMaster`.
## Brief change log
- Move disconnect of TaskManagers to the Dispatcher.suspend() method.
