    Description: Currently, the timestamp of the element isn't handled 
correctly and will be dropped after by the Python operators.  (was: Currently, 
User cannot obtain the timestamp of current processing element in the 
ProcessFunction of Python DataStream API. It is because we forget to emit the 
previous timestamp of current record in Upstream operator.)
