Summary: Hide unused unaligned checkpoint configuration options

As long as the related unaligned checkpoint features {{rescaling}} and
{{timeout}} are not finished, users shouldn't see the related config options.
Defaults should be adjusted to show the behavior of unaligned checkpoint
without these features.
