Description: {{table.optimizer.union-all-as-breakpoint-disabled}} is
defined in {{RelNodeBlockPlanBuilder}} and is an internal experimental config.
While {{disabled}} and {{false}} (as default value) is very obscure. I suggest
to change {{table.optimizer.union-all-as-breakpoint-disabled}} to
{{table.optimizer.union-all-as-breakpoint-enabled}} and use {{true}} as default
value, which is easier to understand. As this config is an internal
experimental config, we don't mark it as deprecated. (was:
