## What is the purpose of the change
*table.optimizer.union-all-as-breakpoint-disabled is defined in
RelNodeBlockPlanBuilder and is an internal experimental config. While disabled
and false (as default value) is very obscure. I suggest to change
table.optimizer.union-all-as-breakpoint-disabled to
table.optimizer.union-all-as-breakpoint-enabled and use true as default value,
which is easier to understand. As this config is an internal experimental
config, we don't mark it as deprecated.*

- *Rename table.optimizer.union-all-as-breakpoint-disabled to
table.optimizer.union-all-as-breakpoint-enabled and change the default value*
