## What is the purpose of the change
Previously, the `CheckpointCoordinator` returned in all *restore...()*
methods a boolean: true if a checkpoint was actually restored, false if none
was found.
This PR changes the `restoreLatestCheckpointedStateToSubtasks()` method to
return an `OptionalLong` with the checkpoint ID of the returned checkpoint, or
an empty optional, if no checkpoint was found.
This exposes a bit more information to outside components, without
introducing more coupling.

This change is a trivial rework / code cleanup without any test coverage.
