@tillrohrmann i don't think we should do this now. We would have to change
several method related to the creation of the JobManager (to return the
BlobService), potentially hack around in the tests to get the BlobService from
the active Jobmanager to feed it into the WebMonitor (which is created
separately).
The gains are negligible; it a 2 minute fix to change the Handler itself.
