## What is the purpose of the change
This pull request redirect stdout/stderr to logger, rather than output
directly. That way we avoid fill up the disk (in extreme cases).
## Brief change log
- Add `LoggerStream.java`, `OutErrLoggerUitls.java`.
- Add `Out/ErrAppender` in `log4j.properties`.
- Update `ClusterEntrypoint` `TaskManagerRunner.java`.
- Update `BootstrapTools.java`, `YarnLogConfigUtil.java`,
`KubernetesUtils.java`.
## Verifying this change
This change without tests but can be verified as follows:
take flinkonyarn for example:
- Submit a job that keeps writing data to disk.
- View flink webui to check the taskmanager.out or taskmanager.err.
