Description: In order to support different slot pools in the {{JobMaster}},
I propose to introduce a {{SlotPoolService}} which is used by the {{JobMaster}}
to manage different slot pool types. Additionally, this service allows to
retrieve the encapsulated slot pool given the correct type. This will be
helpful in order to use the {{DeclarativeSlotPool}} instead of the
{{SlotPoolImpl}} when using the declarative scheduler. (was: In order to
