I have to revive this stale ticket since our users also have same the
requirement now.
After a little more consideration, I believe introducing a ratio or factor is
more reasonable. Just like [~xintongsong] said, if the requested cpu is 2.0 and
ratio is 1.5, then we will set the limit to 3.0.
Please note that the ratio should be greater than 1 since the cpu limit is
required to be greater than the request cpu.
