Review comment:
       Seems this enum is never used. So what config will be used for batch 
jobs benchmark?
    I'm also wondering whether we really need this `JobConfiguration`?
   Can we simply have `createStreamingJobGraph` and `createBatchJobGraph` util 
methods?

Review comment:
       This method is no longer used in production and is possibly to be 
removed soon.
   Maybe we can add a method `deployTask(Execution, LogicalSlot)` here which 
invokes `Execution#tryAssignResource` and `Execution#deployToSlot`.
