I have update the PR via https://github.com/apache/flink/pull/14740/commits/0a5a79498ab93134eccbe025489ede9aae233392 according to the comments~ The current PR indeed did not include the case that the task finishes concurrently when JM tries to trigger it, [FLINK-21246](https://issues.apache.org/jira/browse/FLINK-21246) would solve this issue.
