## What is the purpose of the change
```
1. Reset OperatorChain.isStoppingBySyncSavepoint from
LegacySourceFunctionThread so that StreamTask can read
it without relying on completionFuture callbacks which
can fire later.
2. Make OperatorChain.isStoppingBySyncSavepoint volatile
