This is a follow-up ticket for FLINK-21354
ChangelogStatebackend is a wrapper on top of the existing state backends. It is
necessary to test/enable it by default.
However, after ChangelogStatebackend is moved to a different module, it is
impossible to enable it by default for all tests due to the dependency problem.
