## What is the purpose of the change
Add a sanity check for restoring a savepoint taken with Rocks timers enabled
with RocksDB state backend and Heap timers.
## Brief change log
* Added a flag to RocksDB restore operation if we should throw an exception
when we encounter a priority queue.
