+1 to use the same versioning scheme as we use for the official images, except
that the version includes -SNAPSHOT.
[~chesnay] do you agree to use the "apache/flink" Docker Hub to deploy the
snapshots? Or do you think this smells too much like an official release, since
it's the "apache" DockerHub, where other projects publish their releases?
Alternatively, we could use GitHub's "flink-ci" docker registry. Since it
contains "ci" already in it's name, it is pretty clear that we are not
publishing official images there.
Maybe I actually prefer option 2 (would also be less hassle with ASF INFRA).
