## What is the purpose of the change
* This pull request fix time function return wrong value of FLOOR/CEIL
(TIMESTAMP/DATE TO WEEK) functions
## Brief change log
- Change the FLOOR/CEIL (TIMESTAMP/DATE TO WEEK) implementation
according to calcite 1.26
## Verifying this change
* Add unit test to cover conversion from TIMESTAMP/TIMESTAMP WITH LOCAL TIME
ZONE / DATE to week.
