You are right [~zhuzh], for batch jobs this is not required. Then I guess it is
ok to do it as you proposed. Let us guard the assumption that we are running a
streaming job when doing this, though. This helps to find the place if we
should change for which type of jobs local recovery is supported for whatever
reason in the future.
