Review comment:
       `StateChangelogWriter` is an SPI interface. This SPI defines how this 
interface will be used, including the threading model. If the base interface is 
used in a multi threading setting and the implementations are expected to be 
`@ThreadSafe`, implementations can not change this contract. If the base 
interface is used in a single threaded model (or always under some kind of 
global lock) stating `@NotThreadSafe` on the implementation is a no-op.
   
   I mean interface and SPI defines the contract how is it being used, so 
stating `@NotThreadSafe` or `@ThreadSafe` on the concrete classes is either a 
no-op or a sign of something potentially wrong happening.
