## What is the purpose of the change
Integrate ChangelogBackend with ChangelogWriter.
This is WIP, items TBD:
- rebase onto master after #14943 merged
- write metadata / waiting for the first materialized snapshot written
- wait for changes to be written on snapshot (naive impl.)
- test coverage
## Verifying this change
This change is a trivial rework without any test coverage.
