## What is the purpose of the change
This updates the planner to only use instances of `ResolvedCatalogTable`
with `ResolvedSchema`. It ensures that all existing tests still pass.
## Brief change log
- Use `ResolvedCatalogTable` instead of `CatalogTableImpl`
- Do not use time attributes in data types derived from a `ResolvedSchema`
## Verifying this change
This change is already covered by existing tests, such as `TableScanTest`,
`DynamicTableSinkSpecSerdeTest` and more.
