## What is the purpose of the change
Refactor SlicingWindowAggOperatorBuilder to accept serializer instead of
LogicalType
Now SlicingWindowAggOperatorBuilder accept LogicalTypes, it is better to
avoid LogicalTypes in runtime operators and functions.

Refactor SlicingWindowAggOperatorBuilder.
