[FLINK-21278][streaming-java] NullpointExecption error is reported when
using the evictor method to filter the data before the window calculation.
## What is the purpose of the change
If no elements entered ReduceApply***Function, it would return a collection
with only one null element. Thus a NPE would be thrown in the user function.
This commit fixed this issue.

Added a null check for input elements in the folllowing files:
