[FLINK-3737] testWikipediaEditsSource() adding comment about SOCKS proxy
server
WikipediaEditsSourceTest.testWikipediaEditsSource() fails without SOCKS
proxy when developer is behind firewall. Adding comment to make this easier
for developers to track down in the future.
