[~knaufk] These tests are already excluded, but it is better in the long-run if
we get to a point where we don't need these exclusions.
For the affected Table API tests I don't know what value these tests are
supposed to bring. Whether a job can be run with some parallelism is not an API
concern.
As for one case in the MiniClusterITCase, since it relies on specific behavior
of the DefaultScheduler we could modify it to explicitly use that scheduler,
and remove it in the future.
