We do also want to advertise the adaptive scheduler on it's own, because the
limitation on the deployment modes does not apply to it.
On it's own the adaptive scheduler already provides benefits since it can
handle loss of resources in a more graceful manner, and I don't see a reason to
lock users out of that.
