Thanks @bytesandwich for pointing out that I haven't updated the PR description, yet. I should have done it earlier. And thanks @zentol for jumping in and explaining the context of this change. I updated the PR's description and created a follow-up Jira issue [FLINK-21867](https://issues.apache.org/jira/browse/FLINK-21867) to cover the parts that were actually planned for FLINK-21190 but then postponed. I also added explainations for that in the corresponding tickets. Let us know if you have any further questions.
