Thanks for the explanation [~Leonard Xu]. It's good that you spend some time
for research. I'm fine with the semantics for `FROM_UNIXTIME`,
`TO_TIMESTAMP_LTZ` if this means we are similar to other vendors. Do other
vendors allow casting or do they also throw an exception?
