Description:
The Jira Bot needs to access Confluence and hence needs an account, maybe named
"Flink Jira Bot". It needs the following permissions for the FLINK project.
* read all tickets
* change priority of any ticket
* add label to any ticket
* add comment to any ticket
* unassign any ticket
* close any ticket
