Resolution: Not A Bug
Offline discussed with [~Bo Cui].
The proposed approach is not general. It may affect other use cases where
limiting the access of ZNode to the user is preferred.
The use case can be satisfied from the DevOps side, by creating a ZNode with
global access in advance.
