I think I found the reason. In all jobs, the scheduler gets lock up over this
assertion:
(it has been there a while)

This causes the scheduler to get stuck in a loop continuously throwing this

I think the assertion is incorrect, because the global failure doesn't always
reset all vertices, if failures overlap, and some vertices have been reset
before and not yet been deployed. Please [~trohrmann] or [~mapohl] or
[~rmetzger] or [~chesnay], if one of you could confirm this.
So the fix is probably remove the assertion.
