Issue Type: Technical Debt (was: Task)
As part of https://issues.apache.org/jira/browse/FLINK-22029 the "Task" Issue
Type is removed. I moved this ticket to "Technical Debt", but did not look at
it in detail. If you think this an "Improvement" or "New Feature", please
change the Issue Type.
