The operator is relates to FLINK-22714 ,it's a simple operator which only works
as window assigner, and emit per record. It is different from
`StreamExecWindowTableFunction` at emit behavior,
`StreamExecWindowTableFunction` should emit at the end of window, while this
operator emit by per record.
