## What is the purpose of the change This pull request aims to fix bug in `WatermarkAssignerChangelogNormalizeTransposeRule`, including bug refer in [FLINK-22680](https://issues.apache.org/jira/browse/FLINK-22680). The rewrite logical in with_calc patten is as following: 1.
