[~jark] Would you please explain a little more about why `T where rowtime >=
CURRENT_WATERMARK` would also return false before watermark emitted even if it
returns {{0}} or {{Long.MIN}} instead of {{NULL? I thought it would return true
if CURRENT_WATERMARK returns }}{{0}}{{ or }}{{Long.MIN}}{{ instead of
}}{{NULL, it would return false only if CURRENT_WATERMARK return null.}}{{}}
