## What is the purpose of the change
This removes remaining references to the legacy planner outside of the
`flink-table` module. The Python API still has test dependencies to legacy
planner classes. Those classes are temporarily moved to the `flink-python`
module because they are used by a large amount of tests.
## Brief change log
- Remove remaining end-to-end tests that reference the old planner
- Use the dedicated `flink-python` test jar instead of the legacy planner
once

This change is already covered by existing tests.
