## What is the purpose of the change
The pr aims to support offset in window TVF.
## Brief change log
- Revert FLINK-22523 which allows Window TVF throw helpful exception when
specifying offset parameter.
- Add `offset` in `WindowSpec`
- Update `WindowUtil#convertToWindowingStrategy` to take optional
parameter offset into consideration when convert window table-valued function
to `WindowStrategy`
- Update `StreamExecWindowAggregateBase#createSliceAssigner` to take
optional parameter offset into consideration when create WindowAssigner.
## Verifying this change
- Unit Test in `WindowTableFunctionTest` to validate Planner
- Integrate Case in `WindowAggregateITCase` to validate result
