## What is the purpose of the change This pull request creates the storage for changelog state backend during task initialization. The changelog state backend will use the storage to create changelog reader and writer. For more details, check [the doc](https://docs.google.com/document/d/10c6hZsOVxzUjeCLPSDpKGyZOYHi73yd92lCqRs1CyUE/edit?disco=AAAAMNoM4Cc) ## Brief change log - Add ```StateChangelogStorageFactory```, use ```PluginManager``` and ```ServiceLoader``` to load it. - Add ```StateChangelogStorageLoader```.
