   ## What is the purpose of the change
   
   Randomize ITTests for delegating state backends.
   
   ## Brief change log
   
     - `flink-statebackend-changelog` is added as a dependency of other 
necessary modules to enable `ChangelogStatebackend` in tests.
     - The changelog state backend is configured globally in 
`TestStreamEnvironment` for tests.
     - Adds a flag ("checkpointing.changelog") to config changelog in root pom. 
The flag has three values:
       - `unset`, the state backend in tests is left as it is, so the tests are 
not affected. It is set as the default value to avoid breaking the current 
tests if there are any issues in the changelog state backend.
       - `on`, the changelog state backend is enabled in all tests. The can be 
used to test if the changelog state backend works in all tests.
       - `random`, the changelog state backend is enabled or disabled randomly 
in all tests.
