[FLINK-22405] [Table SQL / API] Support fixed-lengh chars in the LeadLag

## What is the purpose of the change
Support fixed-lengh chars in the LeadLag built-in function
## Brief change log
LeadLag aggregate function does not support type: 'CHAR',add code to handle
the Char type in the Case block
## Verifying this change
This change added tests and can be verified as follows:
Add lead and lag unit test class:
org.apache.flink.table.planner.runtime.batch.sql.agg.LeadLagITCase
