If the existing classes are used (as commented [here](https://github.com/apache/flink/pull/16606#discussion_r682678359)); then this class doesn't need it's own package; and then it doesn't have to be public. Otherwise, annotate with `@Internal`? 2. How about renaming to something like `ChangelogMaterializer`?
