## What is the purpose of the change
The purpose of this change is to bump the version of the FRocksDB state
backend from `5.17.2-ververica-2.1` to `6.20.3-ververica-1.0`.
This PR currently pulls the artifact from the staging repository on Sonatype
so that we can verify that the whole test suite passes as expected. Once we're
happy with it, I will promote the release to Maven and remove the addition of
the Sonatype repository.
