[~syhily] this change is lacking documentation, which is fine for now. Can you
create a ticket to get this done during the stabilisation phase for 1.14?
Can you also create a cross team testing issue for other folks to pick it up
and perform some pre-release testing for 1.14.
It should contain some description and pointers such that others can easily
test it.
