Fix For: 1.15.0
Bundle all Scala-reliant modules (flink-scala, flink-streaming-scala,
flink-scala-shell) into a separate jar, containing Scala-exclusive dependencies
(e.g., Scala itself, Scala extension of Chill). This jar will be added to lib/
by default, but can be removed by users to get a Scala-free experience.
