In FLINK-24013, we support link for FLINK-XXX to JIRA issue in IDEA git log
display. However, the FLIP-XXX is also processed in the same way which leads to
a wrong link, e.g. FLIP-33 is linked to
https://issues.apache.org/jira/browse/FLIP-33.
