## What is the purpose of the change
Move the blocking allocation of one floating buffer logic from the
constructor of LocalBufferPool to SingleInputGate#setupChannels(). This makes
the code cleaner and easier to understand. And for the out side, the blocking
allocation of one floating buffer is not needed.
