Now I think I understand the job in step 4 means the Flink application.

 

I agree that we should only deregister the application once all the Flink jobs 
reached to a global terminal state(e.g. {{FAILED}}, {{CANCELED}}, 
{{FINISHED}}). When the {{clusterComponent#shutDownFuture}} completes 
exceptionally, we could {{STOP_PROCESS}} and let JobManager retry again.

The only concern is that we need to ensure that the finished job could also be 
recovered. Otherwise, we might submit a new job in the restarted JobManager.
